I have noticed that Win10 transfers vary greatly in speed over a network pipe for some reason. It used to be MUCH worse, like <5kbps file transfers, but ALL the bugs still aren't gone, yet...

Every build/rev of Win10 seems to be better than the last... get current in updates and see if the issue persists.

Sometimes network issues are related to driver versions. We've had to downgrade some shop computers wifi due to weird speed related issues. We play around with driver versions until we find something stable. This is separate from Windows updates. Check the chip manufacturer as well. Sometimes Netgear or whoever will have their own drivers but it uses a Realtek chip for instance, so go to Realtek and see if they have anything different.
