I had this before installing a fresh version of windows and it popped up after restoring programs. I have no idea where it comes from, and nothing unusual running in task manager after reloading 25% of my programs back on. Any help is appreciated!

I figured it out. It's something wrong with the gaming platform Steam. I use it for all of my games, and I had some fellow gamers say they've had this as well. I simple restart of steam and it is no longer there! I do endorse the people with their dead pixel theories. You guys look like this:
