            Unless things have changed the format for North America is NTSC (60hz) and for Europe its PAL (50hz). You would probably be OK on a computer, but if playing on a DVD player you may need a dual format player and there may be compatibility issues with the TV/monitor they are trying to watch it on. Find out what they have on the other end and format it here for them when you record it.

                Region free playback is what you want. You can rip and burn a new region free copy using several different software. CloneDVD from slysoft is really good.

                  So VHS had copy protection that degraded signal when copied.

                  Also 2 formats Pal &NTSC

                  DVD has region codes

                  So a commercially purchased DVD in the US will not play in the EU


                  Many people purchased region free DVD players so they could buy cheap DVD in Asia and play them in Europe


                  If you are having an old movie transferred to DVD - check with whomever did the encoding. Odds are for a home movie, no region code was added.

                  It’s also easy to rip the DVD to digital and send it to them on a thumb drive.

                  So many options to drop box it over if they have some tech experience.

                  — edit— re read your post. If your movies are being digitized I’d be shocked if they had any copy protection

                  It’s also easy to upload each one as a private / unlisted video on YouTube if you have an account

                  Then share the link with relatives.

                    it depends.

                    with a copy being made, the copy may not be coded with a region, which is a plus.

                    the other consideration is if the player on the other side will play a disc without a region; some will, some won't.

                      Such a product is a transfer of your content to DVD, and therefore should not be region coded or utilize DRM. Meaning any DVD player should be able to play it. But the format NTSC/PAL, may trip you up. Remember, a DVD is an MPEG-2 encoded, interlaced transport stream, not an HD stream.

                      As for playback, most newish flatscreens do not care about the frame rate, and can interpolate to native. But, you need a DVD player or better (Blu-Ray) that supports HDMI 1.2 at least, from my recollection, to support the panel regardless of frame rate.

                      If it’s encoded as NTSC and you need PAL, you will need to acquire a NTSC or dual player. Such dual players that are region free are under $100 online. Or, you could ask the conversion house to re-encode a PAL version, to send to France, from the uncompressed/non-interlaced stream.

                        It might be better to put on a thumb drive which can be plugged into a computer and played or downloaded and even most modern television sets will allow you to plug in a thumb drive with video or pictures and view on the TV. I can not remember the last time I used a DVD.
