Phone number ownership that is available on the Internet is based solely on information scraped from volunteered information (e.g. person fills out a survey to win a free car, etc). While data collection and reselling sites can have pretty decent accuracy percentages, there is quite a bit of margin of error given that phone numbers can change hands easily or the sites mislead you to believe they have any information on a given number to begin with.

My opinion: Don't bother trying to locate the owner of a phone number. Just block.

Blocking the single # would be the thing to do. Your post seems to be missing info. If it is a person from the past, you must KNOW who it is right? No need to pay for info you have. Unless there are a lot of trouble makers in your past?

If they're harassing you, you might try this old trick.

Next time they call, have something available that can make a sort of clicking/electrical connection sound and make a few clicks and they say "This is the guy, officer, you can start the trace." Then hang up.

The phone number could be bogus - Google Voice gives out free phone numbers and you can pick one from any state and city you want.
