      You can use things like flash drives and Roku on both. The bottom one has higher amperage to power the small external hard drives that are like the ones in laptops.

        HDD use to mean Hard Disk Drive

        Probably for connecting a HDD to record shows. Easier and cheaper than a VCR.

          Usually, on some Samsung TVs, the “HDD” marked USB port can provide a bit more power over the port, compared to other USB ports on the TV. HDDs are cheap and high capacity, but can sometimes take a bit more power than the USB spec was originally designed for. It should be a nonissue nowadays.

              That also would be the port to charge your phone due to higher amperage.

                check the power adapter that came with the roku; if it's .5a (500mA) or less, either will be fine. if it's above that, use the "HDD" port.

                (i think i'm powering my stick+ off an old 1a cell phone charger)

                  Some portable hard drives are powered by the usb connection instead of a power cord.

                    My OG Chromecast sticks liked >500ma (complained when less, as I recall), and the same with my Firestick, but both seemed to run fine on the 500ma port anyways.
