I like the idea of recording even when the vehicle is off. My newest dash cam has a similar feature.
As far as mounting location. I've had dash cams for the last four years or so and radar detectors for at least 20. Never had an issue with mounting location and LE. -
The section your quoting applies to mounting on the windshield where it could obstruct vision. Since the camera mounts on the dash and not the windshield, not an issue. Just make sure that it clears the passenger side airbag, they tend to turn objects on the dash that may be in the way into flying objects.I've been looking for a dash cam and I found this on the news today:
My only concern is the mounting location. I emailed the manufacturer and they said "they met with various California municipal Police Chiefs and CHP and had no legal concerns".
But it's my understanding that per Vehicle Code Section 26708, there are only three approved locations:

(13) (A) A video event recorder with the capability of monitoring driver performance to improve driver safety, which may be mounted in a seven-inch square in the lower corner of the windshield farthest removed from the driver, in a five-inch square in the lower corner of the windshield nearest to the driver and outside of an airbag deployment zone, or in a five-inch square mounted to the center uppermost portion of the interior of the windshield. As used in this section, “video event recorder”means a video recorder that continuously records in a digital loop, recording audio,video, and G-force levels, but saves video only when triggered by an unusual motion or crash or when operated by the driver to monitor driver performance.
I don't know, I'm probably just being picky, but do you see any concerns with the mounting location? It seems to be a really nice dash cam system.Comment

i have one of the cheaper cams ( viofo a119 V2) mounted behind by rear view. works great and have not had a issue with location mouting yet.
video quality is probably not a good as some of the more expensive cams, but it gets the job done.
