    Android phone won't 'forget' wifi networks

    My wife's Android phone (note3) has some weird wifi problem:
    - It has hundreds of bogus wifi access points configured
    - I cannot 'forget' them. I can individually wipe them out and then everything looks clean. If I toggle wifi off/on, then they call come back!
    - I've tried looking at her google dashboard and her google device history, there is nothing backed up
    - I've tried using various wifi cleaners, they also do nothing
    - Tried wiping the cache partition, no difference

    The problem is that the phone won't properly stay synced to our home router. There is some kind of duplicate password stored and it keeps asking for the password again. Sometimes it sticks for a while, other times it forgets again.

    The phone is exactly the same as mine. Same HW, same exact software image. Same carrier. I've compared our apps lists, they are mostly the same (she has a few games I do not.) No crapware beyond what usually comes with a Samsung. My phone only has about a half dozen wifi hot spots listed, it is as if her phone seeks out new networks and then stores them. After that they are engrained in the phone memory forever.

    I'm at my wits end.

    Anyone else face this?

      Factory reset if you can't find a solution.

        Internal storage full, preventing writes to storage?

        Pending updates sucking up storage?

        Manually check for updates, maybe a known and already fixed glitch, or 2 updates you never got notifid about?

        Remove SSIDs, then reboot if storage is available? tuen back on after reboot?
