whenever I try to watch some TV station's video is SO slow and clunky I'll end up searching youtube and praying someone posted it there.

what gives? seems like TV news video should have a much higher ration of ad dollars to bandwidth.

TV stations don't even come remotely close to YouTube's content delivery infrastructure. It is not ISP throttling. Even coming through CENIC, video from local TV network stations sites can stall.
