Back story:
San Diego Gas and Electric has been working in our area since Oct. of 2016 and often they have broken, mutilated, severed or badly bent all the utilities possible, including sewer and water.
Yesterday, they ripped up an electrical line and all power was unexpectedly shut down. Hours later service was restored. I have made a policy NOT to restart computers or other eletronics immedately but wait at least 30 minutes before restarts. Yesterday I did the same, but SDG&E outsmarted me this time.
My PC was in mid-boot when all went black again. (ETA: Win7/64)
When the power was restored and the usual wait time I booted the PC and found the following errors in the Event Viewer:
Event ID/102---The Peer Name Resolution Protocol cloud did not start because the creation of the default identity failed with error code: 0x80630801.
Event ID/7001---The PNRP Machine Name Publication Service service depends on the Peer Name Resolution Protocol service which failed to start because of the following error:

Event ID/7023---The Peer Name Resolution Protocol service terminated with the following error:

(As a side note they ripped up telephone lines yesterday too; so no phone/internet from 13:00 to 02:00 this morning).
This morning on boot I have 43 "errors" of above events.
I have tried:
Manual re-starts do not re-start events but generate more errors.
A restore of tthe "Service Profile ID", but was not "allowed".
(C:\windows\service profiles\local service'app data\roaming\peer networking\idstore)
A "System Restore" also "not allowed". (Possibly due to \idstore\ issue above)?
Googled the error messages but no fix so far.
NOTE: I'm not "registry literate" and avoid areas I'm not confident in.
Any insight appreciated.
