I'm do technical project management for Apple on a contract basis. My recommendation is to get the superior machine because $200 for almost doubling the processor and twice as much RAM is a reasonable cost difference.
Your needs are not extensive, but you'll appreciate the additional RAM every time a) you have a lot of apps open and b) when Apple comes out with a new OS version that you want to upgrade to. Personally, I would never buy a current Mac with less than 8GB of RAM.
Also note, based on the specs on Apple's web page, the $200 delta also buys you double the size of hard drive. And you get a slightly faster video card.
Just an FYI, note that the Mini does not come with a keyboard or mouse. Any USB keyboard and mouse will work with it, though.
