I keep getting this on start up of my Dell laptop. I tried system restore but it didn't work. Anyone know how to fix this. I upgraded it from windows 8

You will most likely have to wipe your hardrive and re-install Windows.
Boot using windows and when you re-install it, do a custom install, then you'll have options to completely wipe your drive.

I also had all kinds of problems when I upgraded from Windows 8 to 10. Luckily my HP Stream was still new enough that I had the option to change back to Windows 8 with no problem and all of my issues went away.In an emergency, always dial 1911.Comment

try Reset this PC, which is in Settings > Update & Security > Recovery or just search for Reset this PC in Cortana.
