Yeah 802.11n and 802.11ac will get you decent speeds. At home I still like plugging in though.
Science building at my university tends to have faster Internet than the rest of campus.

Oh, I agree connected is better. But the iPad and my Galaxy S5 have no ethernet ports.

Just a few questions, are you testing speeds while hardwired to your modem or on Wifi? A hardwired connection should pull the correct speeds, pending that there are no outside issues with their network. If Wifi, log into your Wifi router and set the Wifi radio to different channels. If you have neighbors, it is likely that you are sharing the same "Wifi channel" this will cut Wifi speeds in half. Check all channels and see which gives the best and consistent Wifi speed. Device hardware is another deal breaker for speeds over 24m. Most devices receiving speeds over that should be operating on an "N" Wifi card or better. Hope this helpsEphesians 6:10Comment
