Those of you who saw ntp reflection attacks last year will understand the seriousness of DDOS reflection attacks. Those of you who belong to security lists should be seeing some back channel conversations on these incidents.

This sounds suspiciously like the DRDoS (Distributed Reflective DoS) attack using the BGP port about 13 years ago. This got a bunch of BGP-speaking routers (basically, a lot of the Internet core) to DRDoS somebody's site.
