    More misinformation from Turners

Yeah I know, nothing new. But what is it with these guys?

Went to a Turners today to ask about doing a transfer for an auction I won on Gunbroker. I mentioned that the seller was a private individual and did not hold an FFL. The salesman quickly said and I quote, 'Individuals CAN NOT ship firearms to an FFL. If the UPS package arrives here, it will be sent right back. Dealer to Dealer with CFLC #'s only".

Rather than argue about it since it's pointless with them, I knowing full well they're wrong about an individual not being able shipping a firearm to an FFL, I just said 'Humm, ok thank you" and left to go to another LGS who were happy to do it and I was happy to give them my $ for the transfer instead.

Q: May a nonlicensee ship a firearm through the U.S. Postal Service?

A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.
    [18 U.S.C. 1715, 922(a)(3), 922(a)(5) and 922 (a)(2)(A)]

Q: May a nonlicensee ship a firearm by common or contract carrier?

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.
    [18 U.S.C. 922(a)(2)(A), 922(a) (3), 922(a)(5) and 922(e), 27 CFR 478.31 and 478.30]
California Firearms Licensee Check (CFLC) Program Are there any costs or fees to obtain a Firearms Shipment Approval number from the Department of Jusice (DOJ)? I am not a Federal Firearms Licensee (FFL) but I want to ship a firearm from another state to an FFL in California. Do I need to obtain a Firearm Verification Number before shipping a firearm to California? I am an FFL in California. How does the CFLC program affect me? Are any California FFLs exempt from the CFLC verification approval requirement? I am an FFL located outside of California.

    2. I am not an FFL but I want to ship a firearm to a California FFL. Do I have to obtain a Firearms Shipment Approval number before shipping a firearm to California?

No. Only shipments from Federal Firearms Licensees (FFL) require a Firearms Shipment Approval number.
I 100% get that if an FFL's policy is not to send out their FFL to a private person, that's their right and I fully respect that, but the jive I was told today about no way, no how an individual can ship to an FFL was just over the top.

Dealers are free to set their own rules on who they will accept weapons from. Some refuse to accept from anyone other then another FFL which is why it's imperative to check first.

I get and stated that, and that's why I went to go check with them first.

But setting their own rules or policy is vastly different vs. them saying an unlicensed individual CAN NOT ship a firearm to an FFL, period.
That's what I was told by them and they're 100% wrong.

I was recently told by a Turners employee that they no longer do FFL transfers. Now, your experience infers that they will do transfers as long as it's "dealer to dealer with CFLC #." I wish they'd get their story straight. Something as simple as posting their transfer policy (and prices if they even do transfers anymore) on their web site would do wonders for the rumor mill.

Agreed. My first question asked is if they do out-of-state transfers, they said yes for $75.00 + DROS..etc. Then I mentioned the seller was not an FFL and their mood changed.

That's what the customer asked when I was there. The counter guy just flat out said no FFL transfers. When I heard that, I had to ask again myself to make sure I was hearing it right. No, again. The customer had this confused, WTF am I supposed to do now look on his face since he had already paid for the gun. At least the counter guy was OK with me recommending a real FFL for the customer to go to.

they got it wrong as to the law, but they can make their own rules regarding who they will accept from for this type of transfer.

                Absolutely they can, 100%.
But to be clear, that's not the issue here.

It's being adamantly told false information.

And in before "You haven't been to many gun shops"

I've been a part of the firearms world for almost 30 years.
I've heard more FUD and misinformation from LGS employees than I can count.
This one today just adds another notch in the post.

                  Agreed.

It's fine to have a policy.

It's just that the staff and the managers should own the policy, not invent some vague 'other' reason for it.

Turners=Big5=very little knowledge of guns or intricacies of gun laws with no interest in doing a transfer for you.
They are in the business of selling boxes that contain guns and therefore train their geniouses the basic skill of using the dross system .
If you want anything other than buying a gun from turners.. GO TO A GUN SHOP.

I agree they may have little to no interest in doing a transfer for you (very little money in it for them) but disagree with the rest of your statement. My Turner's (Norwalk) they are all very knowledgeable on the products they sell, the DROS system as well as FSCs and HSCs.

PS, I recently purchased two rifles online and rather than possibly getting the run around at Turner's, I chose Aces Pawnshop in West Covina. They were more than happy to do my DROS for me and everyone I have dealt with has been super helpful and informative. Too many great FFLs to have to deal with shops that don't want your business. So yes, Turner's is gtg for some things but not others.

Turners if they still even do these type of transfers will bend you over anyhow. I think last price they charged was like $150. Obviously they don't want to do them. Doing a PPT or ship in to Turners is like being a masochist.

I recently purchased a firearm from another member on this site and we encountered the same misinformation in trying to get the firearm shipped to my FFL. My take on this is, the FFLs have too much money invested in obtaining and maintaining their license that they establish policies so that there is license is not at risk. I do not blame the FFLs. I blame the convoluted laws and those who enacted those laws.

Turners is too mainstream like Walmart. Lots of employees work there just for the paycheck.

It's best to shop at a local gun shop with people who are gun enthusiasts or know the law more when it comes to transfers ect.

The only time I go to turners is if they have a gun readily availible for straight purchase at a good price, wich was 1 time on a crazy good glock deal 6 years ago ha.

                              But that's just me.
