Went to a Turners today to ask about doing a transfer for an auction I won on Gunbroker. I mentioned that the seller was a private individual and did not hold an FFL. The salesman quickly said and I quote, 'Individuals CAN NOT ship firearms to an FFL. If the UPS package arrives here, it will be sent right back. Dealer to Dealer with CFLC #'s only".
Rather than argue about it since it's pointless with them, I knowing full well they're wrong about an individual not being able shipping a firearm to an FFL, I just said 'Humm, ok thank you" and left to go to another LGS who were happy to do it and I was happy to give them my $ for the transfer instead.
I 100% get that if an FFL's policy is not to send out their FFL to a private person, that's their right and I fully respect that, but the jive I was told today about no way, no how an individual can ship to an FFL was just over the top.

A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

2. I am not an FFL but I want to ship a firearm to a California FFL. Do I have to obtain a Firearms Shipment Approval number before shipping a firearm to California?
No. Only shipments from Federal Firearms Licensees (FFL) require a Firearms Shipment Approval number.
