I found it next to a bunch of gun parts when I was reorganizing but I have no idea where it might have came from or what is is other than some type of retaining clip???

^This. It is an external ring clip. It's used to retain a pin/shaft in place. They are used in firearms, but also used in other mechanical assemblies.Disclaimer: For all you know, I am just some dude on the internet. The advice I give is worth what you have paid for it!

You could see that clip on guns, pulleys, holding on levers, thousands of uses for that retaining clip. If you found it in a box of gun parts, there is a good chance it belongs to a gun. If the box is a parts box from many guns, there is no telling where it belongs. It's a Jesus Clip.
Because as you are carefully trying to remove it, it suddenly goes flying across the garage and you exclaim, "Jesus!"
I actually have a tool to hold them as you remove them.
In all reality, it is specifically called a, "C" clip.
It looks like the ones you see on the U-joints of a drive shaft. And about the perfect size also.
Most clips of that style are, "E" clips. But this one does not have the tab in the middle of the circumference.

There is actually something more colloquially known as a Jesus Nut/Pin/Clip.
