I have a live 50 round that I would like to disarm. Is there a way to safely remove the projectile, and dump out the gun powder?

You could do that. Tools to pull the bullet are cheap, look into one of those inertia hammers. Bear in mind the primer would still be live. It would be easier to just get a 50 brass and have someone seat a bullet in there or fire the round and have someone seat a bullet in there. -

Disarm? It's not an artillery round.Oppressors can tyrannize only when they achieve a standing army, an enslaved press, and a disarmed populace. -- James Madison
The Constitution shall never be construed to authorize Congress to prevent the people of the United States, who are peaceable citizens, from keeping their own arms. -- Samuel Adams, Debates and Proceedings in the Convention of the Commonwealth of Massachusetts, 86-87 (Pearce and Hale, eds., Boston, 1850)Comment

Crank a vice onto the bullet and tear the brass off. Powder goes everywhere but the children are safe. You are out two bucks.
The only issue you might run into is the nature of the projectile. Even a loose tracer round counts as a felony in this state. Is there any paint on the bullet?
Maybe it floats? Only one way to find out. It's not PTSD, it's nostalgia.Comment

yea if you put the bullet part in a vice (if you want it to remain good use a glove or some tubing or anything softer than the copper
then wiggle the case side to side and up and down it will loosen
pour out the powder then put the case in the vise butt up and using a hammer and nail tap the primer
wear hearing protection maybe also wrap a towell around it to muffle itComment

I work with loading .50 a lot. I would not suggest putting it in a kinetic bullet puller since it just won't fit inside of one. You could clamp the bullet in a vise and then yank and twist at the case until it comes lose but if you're trying to make a dummy round the bullet will get chewed up and won't look as nice. I would highly recommend you do NOT put the case in a vise and hit the primer with a nail. You will get back blast and will pepper your hand and whatever other object is behind it in hot material. You're best bet is to:
1. Find somebody local who loads .50 and can turn it into a dummy for you or take it off your hands if that's what you want.
2. Find somebody who actually has a gun chambered in that caliber and shoot it.
3. Keep the darn thing and enjoy it. It not illegal to own .50 ammo in this state unless it's tracer or explosive. If my answers frighten you then you should cease asking scary questions.

Best way is how you described.
You could also drill or cut a hole in the case and pour it out then cut the rest. But there is a slight chance you could set off the power. But I have seen it done with out issue. Just go slow and try not to heat the case. Ushappy takes seconds to break through the case wall so it usually doesnt have time to cook.Comment

I'd be leery of doing it that way. With the primer not being contained by the chamber/bolt, there might be a chance of it blowing out of the primer pocket. If it's crimped/staked in, maybe not so much. This is just speculation but I've fired primed only brass in my .38 and without the powder charge pushing the case back and reseating the primer, It pushed far enough out of the case to lock up the cylinder. Took a bit of work to clear it. This is just thinking out loud, I could be wrong! They say nothing is impossible. Well heck! I do the impossible everyday...

On another .50 BMG forum a fellow was trying to make a beer opener out of a .50 BMG and the primer went off and lodged into his abdomen. It went in like he'd been shot by a .22 short. The guy said it only stung a little and that he didn't even realize how bad it was until he saw all the blood.Comment
