80% lower AR pistol 2015

I've been looking into building an AR pistol since I missed out on sse one this year. I've read a few post talking about the process and how you have to Install a sled to make it sse legally before assembling it with a 10 rnd mag and a BB. will this still be the legal way to get it done in 2015 or will it be illegal now because sse has been shut down.
