Is this correct? After 2015 everybody in California that shoots any kind of firearm must have this new card? If you own any guns in California you must have this card? I am confused here.

You need a firearms safety card to purchase any handgun or long gun. (Unless you are exempt, leo, ccw, etc.)
If you have a handgun safety card you can use it for handguns until it expires. -
