      At a glance, it would appear that the OAL when able to fire from it's shortest configuration would be under 26".

          If the barrel is 16" and OAL is 26" it's a legal rifle. I think they just don't want to bother with CA and its AW definition of under 30" OAL. On the Ruger the upper is the serialized part of the gun.

              this firearm would not be an AW, and there is no 30" OAL issue with this firearm.
