    Saw an ad "WTB AR pistol lower"

    I know that you don't DROS a lower as a pistol as it has to be SSE'd presently but once it clears the system as a pistol, isn't the lower gtg for transfer if one were to sell it as a stripped pistol lower? Not concerned about the particulars nor was I planning on this but it seems like this would be the case.

    Am I wrong?

    A lower can be DROSed as a pistol if the buyer is roster exempt.

    One can always buy a complete AR pistol and then sell the lower but, the buyer will need to be exempt from the safe gun handling demo.

      SSE only effects new sale guns. If it's SSE'd before Jan 1 or purchased by a LEO then sold PPT after or before Jan 1 it's just another handgun as far as they see it.

      Basically treat it like any Gen4 Glock or any off roster handgun. PPT is treated as any other standard hand gun after the initial new gun purchase.

        Yes you can sell it as a PPT and SSE and the roster wont matter. But I think the problem will be the safe handgun handling part. You cant demonstrate that with just the lower, the handgun need to be complete.

          Anyone can buy one PPT'd.

          Also, stores can sell you JUST a built out AR Pistol lower provided you present or purchase a pistol upper with which to complete retail DROS.

            Not true. It effects almost any off roster handgun that is in a dealer's stock or needs to be imported into CA.There is nothing requiring it to be "new".

              so based on the last statement(Csacannoneer) if my son currently owns a AR 15 pistol next year decided he no longer wanted it he would be able to sell it to me and a face to face transaction which would still be considered legal?

                He could gift you that pistol anytime and all you have to do is fill out this form and send it in with $19 bucks. Selling not needed and face to face not needed.
                Assuming you're both California Residents. You're gonna need an HSC card however.
