You don't need it and they probably will just refer you to written policy already published. Imagine if everyone who had a legit 80% lower asked for a letter specifically regarding their 80% lower being legit...never gonna happen. They would be examining lowers and writing letters everyday of every week.I'd agree with you but then we'd both be wrong...

there used to be these things called phone books that listed all kinds of phone numbers for government. I haven't seen one in a while, but this other thing called Google works good if you type in ATF local offices for your local area.Comment

How is ATF going to know if it is CA legal or not? They only deal with Federal laws and will not give an opinion on state laws. How would they know that you originally manufactured it to be roster exempt? How would they know if it complies with CA's AW laws?
Obviously, you already did your own homework on manufacturing a CA legal handgun, right? If so, just carry a copy of all applicable laws surrounding your firearm so that the officer in question can easily read them and even look them up for him/herself.
