Can't buy a new AR pistol lower in CA because in order to meet Single Shot Exemption requirements it needs to have a barrel. You could PPT a pistol lower but those are few and far between and are never cheap.

There is really no such thing as a "pistol" lower unless it is or has been configured into a pistol. Markings and marketing do not mean scat.
