There was no reason to hold him unless he was totally FOS and pissed Mexican officers off. And it seems from the news reports he was totally FOS.

He either was or wasn't in Mexico earlier that day, he either was or wasn't lost, he either made the phone call to 911 before or after he was in Mexico, he either did or did not tell them about the weapons, etc etc etc ...

Yeps totally an innocent victim caught in unfortunate circumstances according to ALL 25 different stories. Never mind that he was probably also transporting his weapons illegally in California as well.
