    Shipping upper to your house?

    Can you ship a full upper to your house? Or To a FFL?

      Depends on the upper. Some are the firearm, some are not.

              Same here, because the lower is the only thing with a serial # I thought?

                Some uppers such as Bushmaster ACR and FNH SCAR, the upper is the serialized part and requires an FFL. The lowers in that case carry no serial number and are designed that way for caliber changes without requiring an FFL and all the paperwork.

                      Then there are the bullpups that have serial numbers all over the place but only certain parts are the firearm. FS2000 is the worst as some models have the actual firearm being the shell and some are the barrel assembly. I've spent days with FN and ATF trying to figure out what part was the actual regulated firearm as they both contradicted each other.

                      I just transferred a few Tactical Solutions Ruger MKIII pistol uppers. They are the firearm with a serial number. When I went to log them in I noticed my distributor did not include the serial numbers on the invoice like they always do with firearms. I called my rep and asked him if the uppers were ever logged in to the distributor's A&D books. He called me 10 minutes later telling me they were not and asked me for the serial numbers.

                      These TACSOL Ruger uppers are firearms with the serial numbers on the other side.

                        One example are the SCAR rifles, they are complete antithesis from the AR's; the uppers on these rifles are considered the gun (serialized).
                        Whereas the AR's, the lower have the serial number unless of course it is built from an 80% that are not serialize by the builder.

                            Of course you can ship uppers to your home...how else would all of these shooters make their ghost guns "with parts from the internet"?
