      For this particular safe , YES.

      You have to bolt it down or to a wall.

      If you swing the door open and the safe is not full, it will tip forward VERY easily.

      I bolted mine to the wall behind it.

        Bolt it to the floor. It's not hard to remove from the wall and you voided your warranty.

              once again. I can't just go drilling into my foundation; its military housing. plus I don't even know if my foundation is a stressed concrete slab. I'd hate to drill into a cable.

                    That is why I suggested drilling the wall.
                    Much easier and patchable.
                    Floors usually have carpet or are concrete.
                    In a rental drilling that is not an option.
                    Find the stud or 2 and drill the back of the safe.
                    Not a big deal.
