The shooter was wrong to discharge a firearm in a city. But the operator was wrong for flying his stupid toy over other people's property (I am aware it was not the shooter's property because if it were, I would consider him completely justified).

Fine the shooter for breaking and ordnance and let the operator consider it a lesson about the risk of playing with expensive toys in other people's property. Hell, they should be requiring permits for that kind of sh*t anyway.
