From what I understand, the way he told you is the way it works, not because he is making rules but because the state of CA has its own rules.

It's not California. Federal regulations require a background check when returnng a consignment or pawned firearm to the owner. Since the only background check available in California is the DROS system, that's how it has to be processed.

I dont have a problem with someone making a small profit for selling something for me but some places have a ridiculous consignment fee.
I usually end up sellig guns to friends. I dont think I ever actually sold a gun online. I did however buy two of them from other members here.
