Required to take safety test for rifles next year?

I was told by one of my friends that starting next year people will have to take some sort
of safety test in order to buy rifles or shotguns.

Is that true and if so, would you mind filling me in about it?

    BTW, how are you guys?

Yeah, the Firearm Safety Certificate is going to cover handguns, rifles, and shotguns. All current HSCs will still be valid until they expire, but from next year on FSC tests will be the norm.

Another way for them to not allow you to buy guns. Drag their feet until Dec. 31, then claim it was more difficult to come up with the program. They will say just wait, we will have it figured out in 2 weeks.

Yes. you will be required to take a test to exercise your civil right.

But don't worry even a caveman can pass it

Sounds like a good court case ... or at least a very long poll thread

You've been on here since 2007. This is old news. If you are just finding out about this now, you need to hang around here more often, especially to find this out when these kind of things are merely proposed bills for legislation and not after the fact - when it's too late to fight it.

Stick around, we need you here, to know about these things as they happen, and your support to stop them as they occur. Friends don't let friends find out about these things AFTER they are a law.

If some level of government had that information, what would they do with it? How would having that info benefit public safety? How would it benefit law enforcement?

Does this mean that long guns will now require 2 proofs of residency?

What about CCW's? For me the 3rd best perk of the permit in not having to deal with the HSC.

Of course it's money motived. The original handgun safety cert didn't even have an expiration. Plus most of the BS on the HSC isn't even about safety, nor does it prevent people from being unsafe. It's a tax for the state to make more money, and an infringement of the 2nd amendment(an added bonus for a lot of legislators), that's all.

Just as ridiculous and unconstitutional as the 10 day wait. Just another bogus law to make the sheep feel better.

People with valid CA LTC permit will still be exempt. [PC 31700(a)(9)]

                              Starting 01-01-2015...
An unexpired HSC will be valid for handguns only. [PC 31615(a)(2)]

So, if you have an unexpired HSC, you will still be able to use it to acquire handguns. But, you will also need a FSC or an exemption to the FSC, in order to acquire long guns.
