Guidance on indoor range start up

You can take as long as you want if you need to zero.

They will provide you with a proof target that you will need to show them before they let you shoot at the 100yd lane.

Catch 22? You can't site your rifle at 100 yards if it can't hit the target at 100 yards before you site it?

I've never heard of this stuff at any other range.

I'm referring to P2K in San Diego. You have to provide a proof target at 25yds before you can shoot at 100yds. What other indoor ranges are in CA that let you shoot 100yds?
