    FUD??

I just did a ppt at a local gun store for a carbon-15.

I was told that I was not able to swap the upper, or use it to build another oll unless I had a manufacturing permit. They wouldn't let me take the upper while the lower was in dros.

He told me he knew several people who were busted for assembling oll's without these permits.

    What's the deal?

Thousands of people here have built ar's and ak's also many other types of firearms. This is the first time I have ever heard anything about a "manufacturers permit".

Gun shops often mislead people so they can trick them into buying items at elevated prices instead of being able to mail order parts.

I've heard a gun store employee tell someone who wanted to change the trigger in his 1911 that he needs a "gunsmith license" to do that, but they can do it for him since they "have a contract" with a licensed gunsmith. Tactics designed to keep them in business when they are getting their butts kicked by the competition.

There are also some things that are illegal for an FFL to do as a business but are perfectly legal for an unlicensed person to do for personal use. BATFE sends out little memos telling FFL's that they can't do certain things and the FFL's sometimes assume that this applies to unlicensed people as well.

I had a feeling some of it might be this...

It was my first fud experience-that's why I had to ask.

I've done lotsa research here, and carry the flowchart, etc. with my oll builds. Thanks for all the info here!
