That means he got a time out and is in the penalty box.
Some people can get stuck in banned penalty box purgatory but that usually is reserved for uncouth characters who violate PC norms and hurt some peoples wittle feelings and they go crying to mods.

If his screen name is in gold or green, he is a contributor to the forum and can change the user title under his screen name to anything he or she likes.
There are some that think it is "cute" to always looked like they are banned.
