No, it wouldn't be legal then unless it is a NFA registered DD and the owner has a CA DD permit. The bore is obviously over .50cal for Federal Registration and .60cal to qualify as a DD in CA.

I bet that does not meet the definition of 'concealable' -
        Penal Code 16530

        (a) As used in this part, the terms "firearm capable of
being concealed upon the person," "pistol," and "revolver" apply to
        and include any device
designed to be used as a weapon,
from which is expelled a projectile by the force of any explosion,
or other form of combustion, and
that has a barrel less than 16 inches in length.

Sadly it was probably built with our tax dollars as part of some cultural diversity artists grant program.

It might be legal if it has a black powder conversion.

Well, if you do shoot the thing it might get dirty, especially if you use W231 or bullseye. And before you do you better check if it will accept plus P ammo.

                          Per CALDOJ, it is NOT legal. Something about a revolver/handgun . . . . ??

Not sure I remember the story but CALDOJ actually came to the gun store in Lancaster and made them take down the big plastic revolver on top of the building that was actually nothing more than a plastic sign.
