Food stamp fraud is HUGE. Organized crime, gangs and terrorists participate in it. They are buying .40 because the FBI puts out those IDIQ contracts that other Fed agencies can buy off of without having to go through the bid and selection process.
On a side note, I am buying stock in Alcoa because the tinfoil market is on the upswing. Plus, this topic was covered last week.Comment

One thing to remember as the TFH crowd
weighs in on the matter... There is a perception in Washington that you are not a serious player in government unless the agency you oversee has LE status. No deep conspiracy, just LE envy by government bureaucrats seeking in do what they do best...seek higher status.
