Why? Its perfectly legal. They didn't refuse, they have hours of operations and don't want someone showing up five minutes to close and more than likely not hate their **** together. Not saying that was the op but when I worked for an FFL, it was common for people to show up as we were locking up ready to do a PPT when they didn't even have an HSC.
Although the window is kinda douchey I still believe its legal. Two hour window really sucks unless that's 5am to 7pm
It's amazing to me that some CalGunners have no F'ing clue about what an FFL can, and cannot do in regards to a PPT! They are NOT allowed to restrict the times during business hours when performing PPT'S, they are NOT allowed to require you to make appointments, and they are ONLY allowed to charge $35 for the transaction. Check the DOJ website if you doubt me.
Back when this whole PPT thing was first purposed, FFL's were so excited about it, because they weren't aware that there would be cap on the amount they could collect. They saw dollar signs, and could care less about your 2A rights. Now it's inconvienent for them so they do whatever they can to disrupt it. From restricting times, or flat out refusing to do them, to charging outrageous amounts. I know one FFL who will charge you $75 , if you let him.
Stand up for yourselves in these shops! Vocally call them out and mention that you'll call the DOJ! Be polite, but don't stand for it! If they refuse to abide by they law, as written, let them know that your dollars will be spent elsewhere!!!Originally Posted by FF/EMT Nick

Easy there, if the FFL is busy selling guns, and you are standing there to do a PPT, you are not their priority. I've gone to places to do a PPT and waited quite long but in the end, everything works out. They are a in the business to make money, not to put a paying customer aside to provide you with paperwork at a loss. Some PPTs take much longer than others, I've gone to do a PPT with someone for a handgun, and the other guy, the buyer, didn't have a HSC card, so he had to take the test. I'm not siding with the FFL or the PPT guys, but there's no reason to get worked up over something like this. There are several threads on CG that have the same discussion and it's always someone that throws a temper tantrum over things like this.

No temper tantrum, just stating what the Cal DOJ website legally outlines for FFL's. They had a chance to fight this whole PPT thing when it was first proposed. Instead of backing the people and stating that this nonsense would be a major PITA, they went with the DOJ, hoping to cash in. Looks like it backfired on them didn't it. I did a PPT one time at OC Armory on a Saturday afternoon. Just waited a little bit for our turn, and the whole PPT took 10-15 minutes. We didn't get put behind everyone else that was shopping, and the guys there didn't treat the PPT like it was the plague. Great shop and great guys at OC Armory.Comment

(a) All dealers shall process a section 12082 transaction upon the request of the transferor.
All such requests shall:
(1) Be in writing and contain all of the terms of the transaction, and
(2) Be signed by the transferor and the transferee.
