That doesn't look much like any ATF letter that I've ever seen. Most of them used a more standard business-letter format, and the grammar was more ... let's call it "professional."

what about the rest of this paper?

I say Fake, because ammunition importers would make a notice.

Does James have a side business importing and selling Russian ammo?

Could it be a print out from an informal email response?

Isn't steel core ammo already banned for use in handguns/pistols? I thought it was fine to order it and shoot it from a rifle, where allowed of course, it can be a fire hazard. I always thought it was fine until you put it in a handgun.

It's illegal to sell or manufacturer AP handgun ammo. Possession and use is not banned under federal law. And I believe the sales ban doesn't apply to private sales.

Not on ATF letterhead. I wouldn't worry about it.
As long as men have tools and the knowledge to use them, they can never be completely disarmed. You would be amazed at what one can accomplish with some simple hand tools and a quiet place to work.
