The only thing frightening is that article. Being a subject is awful.

I believe those are .410 shot shells for a 410 shotgun!

        Just like these!

They just look too small to be .410 next to what appears to be 12ga low brass ammo.

            Agreed.

Those are .22 rimfire shot shells. Compare them to the .410 in this pic.

                      I think I found them:

Cartridges for walking stick guns... These are generally a single shot smooth bore shotgun of small calibre, disguised as a walking stick, but rifled versions also exist. Historically a defensive weapon of Victorian gentlemen. They generally violate modern ordinances against concealed weapons.

Looks like they were for a Garden gun No.1

The shotgun in the upper right looks like it might have once been a high end side-by-side. That's a shame.

A lot of the cut down and sawed off shotguns UK LEO Recover are high end shotguns. Not always quite purdey or perrazzi, But higher end stuff. Easy to steal from shotgun certificate holders homes, chop down, ammo's not hard to come by.

Sawed off shotguns, Home-made Mac 10 copies, Converted blank guns and older 'antique' firearms make up the majority of the UK's ''gun problem.''

Yes there are muzzle loading revolvers. Perhaps not loaded through the muzzle but in the cylinder. Black powder.

Yep, a cap and ball revolver. Of course, different countries have different laws. In many other countries barrels are the regulated item not receivers. In most countries, there is no difference between non cartridge guns like C&B revolvers and muzzleloaders vs firearms which use metallic cartridges. Just because you are familiar with US laws doesn't mean that those laws are universal or even the best way to regulate something.
