It's not uncommon to have the bolts removed for parades.

Plus they also had rifles specifically for parades that were usually plugged.

By 1944, I think we were used to guns pointed in our direction.

Yeah. Those 17 year olds captured Fortress Europe and brought the Big Red Meatball to its knees, so....

                          Well, California National Guardsmen, actually.

Probably the CA State Guard (Militia), a separate organization during the war.

Note the obsolete equipment (helmets and 03's w/long bayonets), and the fact that the National Guard had already been mobilized and was on active duty in 1944.

"Did I say "republic?" By God, yes, I said "republic!" Long live the glorious republic of the United States of America. Damn democracy. It is a fraudulent term used, often by ignorant persons but no less often by intellectual fakers, to describe an infamous mixture of socialism, miscegenation, graft, confiscation of property and denial of personal rights to individuals whose virtuous principles make them offensive." - Westbrook Pegler

As others have said, most likely parade rifles, but even if they weren't, we can hopefully assume that in an age where firearms were a normal part of life, people would have better firearms safety practices than we see today.
