Most of the time, the reason for these receivers demilled to begin with is that they were machineguns in their former lives.

You can, theoretically, re-build one of these into a working receiver *ONLY* if it would result in a semi-auto-only receiver.

When people do this they usually send a letter to the BATFE technical department with their plans and get a letter ruling to the legality of the actions. If the BATFE determines that it would be a legal semi-auto receiver, they will give you the thumbs up, and thumbs down if they determine that it would still be a machinegun receiever.

It's usually best to just start with a new receiver.

There are ATF letters floating around for an AM65, Bren, and others,where the ATF says its legal to reweld provided it was properly demilled to begin with goes back together as a semi auto.

Once a machine gun always a machine gun. Alot of talk about this on the m14 forums and a reason cmp can not sell us m14s even with all of the full auto parts removed and the receiver altered. Do a google on mks TRW

The "once a machine gun always a machine gun" statement is true of all machine gun receivers. You can not through modifications every make it not a machine gun. However, once a machine gun receiver is properly demilled per the ATF requirements it is scrap metal, nothing more. This is why the demilled receivers are sold without any paperwork. Scrap metal (demilled receivers) can be used to make semi auto firearms. An ATF approval of the design is not required for homebuilders, but it is prudent to avoid potential problems if your design is every questioned. Any modifications to convert the pieces to the semi auto design must be made before any of the pieces are reassemblied.

I know a guy who puts together 1911 paper weights. It takes a crazy amount of time to put back together though.

I remember seeing a really cool site once where a guy took a milled AK parts kit (properly de-milled) and installed the whole thing into a sheet metal receiver. Essentially made a sleeve out of one receiver to hold together the stub pieces of the original receiver. Cr@p loads of work though.

Buy an NDS 100% receiver and don't look back. Its correct, heat treated and will not cause you problems during your build. Rewelding old receivers is usually a no no...
