used gun 30 day wait period

I heard a while back that if you purchase a used gun in a private party transaction that the 30 day wait period between gun purchases doesn't apply any truth to this 2014?

    1) New and Used Dealer-Stock Handguns only are subject to the 1-pe-30-day.

    2) Does not apply to long-guns.

    3) Private Party Transfers AND guns on consignment handguns at the dealer - are exempt from the 1-per-30-day.

    4) EXCEPTION: Within cities like Los Angeles (and a couple of others, can't recall which) for any gun stores within its boundaries, they have their OWN 1-per-30-day limit on handguns for ALL handgun purchases; dealer, PPT, and consignment. They get around the State Preemption law by doing this as a business/transaction regulation, just like regulating liquor or hours of operation. How that is possible I think is just a matter of nobody having ever taken the city to court over it - yet - and both Lockyer and Harris giving them a favorable pass due to their being equally Anti2nd Amendment.

    5) No tere henges to this for 2014.

As far as I know, no changes to the law yet. Consignment guns and PPT are still OK. Unless you live in a city or county that has a ordinance on the books that limit handguns to 1 in thirty regardless of type of transaction.
