    Another DROS question. (Sorry)

    Hello. New to the forum! For a week now I have been trying to satisfy DROS requirements and im surprised at how many hoops I have had to jump through to get absolutely nowhere.

    I moved to San Diego county from San Bernardino county about 6 years ago and never changed over my address because I knew I wouldnt be in a permanent spot for a good while and didnt want any of my mail to end up at random spots, so I have my mothers permanent address as my mailing address for all of my important mail. About 1.5 years ago I finally got into my own little apartment here in Fallbrook, CA. I did a lot of research on guns and gunshops and came across Cal Customs (nice people and cool little shop!) here in Fallbrook through this site so after getting back some tax money, I went and got my HSC on my birthday so I could purchase my first firearm (Glock 23). After getting that, I threw some money down on my first handgun. Im about as fresh to guns and the process as can be so it has been a learning experience. Basically getting a handgun for home defense and to go shooting when I go up to visit Twentynine Palms pretty regularly.

    Here's where the trouble comes in. My drivers license still has my mothers address on it, as does my truck registration (yeah, my mistake). From what im understanding from them, Cal Customs will only take a drivers license and CA vehicle registration with addresses that both match up to my physical residence, which is here in Fallbrook. I changed my DL address with the DMV online, where I also saw that regardless of how I changed it, I will not be issued a new physical ID, but some sort of print out to hold with my license instead. Cal Customs was very adamant about telling me not to allow the DMV to give me a "brown card" of some sort? I attempted to change my vehicle registration address online but the online service didnt recognize my information. After talking to Cal Customs again, the nice lady there informed me that AAA could do it. Nice! Not only can I have some peace of mind with having AAA, but I could pass over DMV lines and have them do it. Well during my lunch break I stopped by AAA in Chula Vista in order to change over my vehicle registration address to my current address, but the lady there told me that that cant be done then handed me a DMV change of address form and told me that I could try to fill it out and mail it in. I went outside and called the Temecula office and spoke to a lady who then spoke to some former DMV supervisor who told her that I would have to jump through a ton of hoops in order to do this and she wasnt sure that it would even work because I also paid my registration on my birthday before I went to the shop and the sticker and card were sent out yesterday, locking me in. I guess I should have researched DROS as much as I did guns and the HSC requirements!

    Basically, what do I need to do in order to successfully get to the DROS process? Is there any document I can use instead of a CA vehicle registration and my DL address?

    The real kicker in this? I already have a deposit down on the gun I want! I may just have to get my money back and figure this all out so I dont have my money just sitting somewhere while I run back and forth trying to get this all sorted out.

    Any help is appreciated! Thanks in advance.

    My driver's license does not have my current address on it and I have used it to purchase handguns before. The way I remember it is the license proves that you are who you say you are, and the secondary form is a proof of residency. For that, I use a current gas bill.

      Do you have utility bills (gas, water or electricity) in your name on the new address? If so, it'll work as proof of residence in place of your vehicle registration.

        Yeah, I printed out my SDG&E bill for this month. Also have my W-2, the print out confimation that I changed the address on my DL to my physical residence on the DMV website, and my rental agreement.

        She was very adamant about CA vehicle registration only. Im going to give her a call tomorrow morning and see if these other things will work. If they dont, im going to go ahead and go get my money back then work things out with my documents later on when I can take a day off of work to go to the DMV and talk to them in person.

          Ever thought of getting a simple California ID Card with current address on it and leave your DL alone?


          Guess not.

            Guess not.
            or "lose" your DL and tell DMV that you need to get a new one issued to you.


            remember that you need to have a gov-issued document that has your current address on it (this is to satisfy federal Proof of Identity requirements). that is separate from CA's Proof of Residency requirements for handgun transfers.

              1. You can get a new Drivers License with your current address on it but you have to go to DMV in person and pay, I think, a $35 fee. You cannot get a Cal ID card if you already have a CDL, it's one or the other.

              2. You can use a utility bill for proof of residence. I've done it twice in the last six months because all of our vehicles are in my wife's name.

              Either talk to someone else at the shop or find another shop.

                yes, a utility bill will satisfy CA PoR requirements, but depending on the utilty (private company vs. gov-entity), it doesn't always satisfy federal PoI requirements. If I bring in my electric bill, it is only good for PoR since SCE is a private company. but if I bring in my water bill, it is good for both PoR and PoI since it is owned by the city.

                    And you can have both , you need DL for driving , you CID will have same number as your DL BUT one is good for driving other is good for ID.

                    I have ID to carry in the field , DL stays safe so I don't lose it while hunting, fishing, rock climbing, hiking ,or any other field trips I may take.

                      Called them back and spoke to a different young lady who confirmed that my license, W-2, and a utility bill would work fine. Went in after work today and ended up talking to to the original lady that I have been dealing with. Pulled out those three documents and she didnt even think about it... just made copies and it was done in 20 minutes. I dont know why she was adamant about the vehicle registration every time that I talked to her before! Maybe she didnt trust me or she didn't understand what I was telling her or something. Either way it worked out well for me because my money was originally on a S&W SD40VE, but with the extra time ive spent running around trying to solve this, I decided to spend a little more and get the Glock 23. Now the 10 day wait begins!

                      Very nice people at Cal Customs! Very friendly and knowledgeable.
