    does anyone know if it is ok to sell a pre ban car15 to out of state person?

    Why would you sell it? To answer your question, I believe you can. Some one here will add more.

          its a colt car-15 mod sp1 .
          i want a m-14 in .308 but i want to sell car -15 all legal like i dont want any problems.

            Unfortunately you're not going to get much money for it. You will need to sell it through a dealer that has assault weapons permits. I would highly recommend you sell the parts and keep the receiver (only about $100 value, all said and done, once you consider costs you'll incur). Registered AW can never be replaced.
