Know anyone with a chop saw? Just make sure the clamp/vise is square with the blade.

Use a lathe and part it off.

Might get crush when chucking. I'm a machinist and one time I had to modify an ak handguard to fit a mini Draco. I used a mill.

Ummmm. . . Sell it and buy the proper length one instead. Unless you have the proper equipment and training or aptitude to doing the job, its probably going to come out looking like crap if you cut it yourself, not to mention depending on where you make the cut it could result in some bad outcomes regardless of tooling and skill.

Point is, its better to just sell and buy new instead of trying to retrofit the current tube, as you most likely will have a funky looking end as a result, definitely something that requires a fair amount of forethought and planning. Proper Prior Planning Prevents Piss Poor Performance, something an old Sergeant Major told me once. This really isn't something that you can say "Hey, I want to cut my rail down, hold my beer while I go grab the saw."

I would cut the mounting profile, barrel nut, into a piece of stock, have that chucked up in the lathe and then attach the rail to that, running the lathe in reverse if the rail is one of those ones like the RRA FF tubes that screw on. either way, sketchy, I would be very hesitant in doing it regardless.

              This..
Not only will cutting it probably go bad then you have to trim it up then you have to refinish it somehow.

Buy the proper length and sell the old one.

Hell you don't even have to remove the barrel nut, just sell the old rail with the new nut..
