Where to find PDF on identifying featurless?

I have been researching/reading all about AR's over the past couple months. At some point in this research I ran across a PDF that was put together by some sort of officer in California to help educate his fellow officers on how to identify the differences between a featureless AR and a bullut button type AR. Basically attempting to keep his fellow officers from harassing people because of their own ignorance.

Since I have been having this discussion with an officer friend of mine I thought I would show him this document. Unfortunatly I can't seem to find the dam thing again.

Please, if any of you can share a link to the document I am talking about I would appreciate it. It was a fairly official looking document, sort of like a white paper. Several pages long with several pictures of AR with various features. I seem to remember that the officer the wrote it was a Bakersfield Sheriff, but I am not 100% sure on that.

Ya, I already have that flowchart and several case law numbers/laws. I just thought that by presenting this white paper written by a cop to a cop that it might get a little better attention than the flow chart.

I was just talking to him today and told him to check his e-mail for the link to the flowchart. I told him to follow it thru and think about how you could construct a "featureless" AR.

I also told him about how you could get in trouble plugging a +10 mag in to a bullut buttoned featureless AR because it would then be a +10 round fixed magazine = AW, which is just plain stupid!

Nobody? I would have thought that a document like this generated by an officer would have been pretty well know by the masses.
