The full auto bolt carrier is 100% legal. What do you mean by "trigger group"? The m16 bolt is fine in California. The m16 trigger group is iffy and could still be considered manufacturing a MG. An auto sear is basically a no go here. Why not just go with an AR trigger group. The M16 trigger group is designed to function best with an auto sear.Religion & Govt. will both exist in greater purity, the less they are mixed together. James Madison

I remember reading somewhere that no unique parts that make a machine gun (NFA class 3) may be installed into a semi-auto, even if all the rest are original parts and the gun does not function as full auto.
i.e. you can't put a an auto bolt for a G3 into a Hk91 even though you don't have a trigger group/ auto sear installed. or visa-versa.
I guess the ATF considers it "making" a machine gun, even if non-functional in full auto without additional parts.

Correct. The BCG has no effect on your rate of fire in terms of semi-auto vs. full-auto/select-fire.
The trigger group is something differently entirely. Even if you're missing a part to make the firearm function in full-auto/select-fire mode (the sear for example), you are still asking for legal trouble if you choose to install any full-auto/select-fire FCG components in a semi-auto firearm without the proper knowledge and paperwork.
EDIT: In fact, most companies won't even sell you true M-16 FCG components without paperwork.
