    buying magazines in 2014 question

knowing i cant buy, sell, transfer 10/30 mags starting 2014 in ca, would this also apply if i were to go out of state and buy a 10/30 mag, would that be illegal knowing the laws in ca it affects me but even out of state?

You can still buy 10/20, 10/30 mags you just can buy parts kits.

Legally you cannot go out of state to buy mags over 10 rounds and bring them back.

so i can buy 10/30, 10/20 functioning magazines, but i cant buy parts kits correct?
as for buying out of state, i know i cant buy mags that hold over 10 rounds, what i meant was can i buy part kits out of state and bring them back?
or is the "no selling, buying of parts kit" affect me even if im out of state or is that only in Ca?

cali can't apply the buying or selling provisions to you out of state, but note that the law also covers "import."

Yes and Yes. 10/20 or 10/30 or 10/xx mags are still 10 round mags, thus legal to own, use, buy and sell in CA.

Parts kits, conversion kits, whatever kits you want to call them (parts disassembled but can create a complete magazine that has the capability to hold more than 10 rounds) is no longer legal to purchase, sell, transfer, import, borrow or loan in CA. However, if you already owned them before 12/31/13, then you can use them to rebuild your existing mags but you still cannot sell, transfer, or loan them to anyone in the state of CA.

No, you cannot import the complete parts kit into CA anymore, thanks to AB148.

You can buy all of the standard capacity 30rd mags that you want outside of CA, but they have to stay outside of CA. No longer allowed to break them down and bring them into CA, per AB148.

Yes - you are converting it to 10 rounds; 10 round and smaller capacity mags are legal to import.

I have 3 comps that are not in California so this is going to be good info for me.

what do you mean by comps?

also would i have to weld the floor plate or some part of the magazine in order to be considered as a permanent 10/36 magazine?
or does it just have to have a magazine block inside the would the limit the magazine to 10 rounds?

To be safe people usually epoxy the base plate since DOJ has not said what they consider to be permanent.

By definition of AB48. would Trading or Bartering be illegal too?
