Can someone explain Turner's fee structure?

I went to Turners and purchased another SKS today. I'd been planning this for a while but, everywhere I went was either out or wanted $50.00 more.

Anyway, here is how they broke it down.

Yugo SKS (very good condition) $199.99
    Doj Dros fee $19.00
    Turner's Handling fee $5.00
    Doj safety fee $1.00
    doj eq fee $5.00
    --------------------------------------------
    Sub total $229.99
    Tax $15.89
    Total $245.88

Now, I can follow the safety fee, EQ fee, and Dros because that totals $25.00 but, what is the $5.00 Handling fee for? The rifle was in the store, not in a warehouse. Looking at the Sales tax, they charged me tax on the Handling fee as well. Now, I've been told that you don't tax most services. Handling fee sure sounds like a service to me. Can someone please fill me in on this?

i thought DROS wasn't supposed to be taxed either.

Gun stores can charge more than the $25 for the DROS, so long as they do not misrepresent it as a "government fee." So think of it as a $5 tip.

I figured that was the case.

Actually, I'm used to it being listed as a "dealer fee" per the regs. That's why I wasn't getting it. Most places I do business with list it as such, or call it a prosessing fee. Well, at least I know why the dealer fee wasn't there. Thanks for clarifying.

The State's DROS fee is $19.00 which covers the costs of the background checks and transfer registry. There is also a required $1.00 Firearms Safety Testing fee and a $5.00 Safety and Enforcement fee. If the transaction being processed is a dealer sale, consignment return, or return from pawn, the dealer may impose other charges as long as this amount is clearly shown as a "dealer fee" and not misrepresented as a state fee. In the event of a private party transfer, the firearms dealer may additionally charge a fee of $10 per firearm transferred.
I know it is nitpicking but, what about the fact that they charged me tax on the dealer fee
? I don't begrudge Turner's their slice, I just hate giving the state any extra money on a firearm purchase, even $.39 So. Ca. Guns, C.P.E., and Big5 don't do it.

Edit:Sorry ligamentum flavum , if I didn't make it clear. They charged me tax on their fee not the dros.

I think the $5 handling fee is something fairly new; my receipts from a few years ago don't show this fee.

They DO have to store the firearm for 10 days during the DROS period, out of sight, in a safe. But personally I don't think they're getting rich off of $5 fees so it's more of a nuisance to the customer.

Part of this may be at the store manager's discretion... I've talked to some that are nice and some that are royal jerks.

They are NOT suppose to tax you on the DROS.. that's a no-no and it's on the DOJ site...

I've discovered that the Gun Exchange charges $30 for the state DROS fee. Something tells me that the DROS fee was not raised.
