Did proof of residency requirements change?

I DROS'd an XD(m) today with my LEO ID, Driver's License (current, but does not have my current physical address) and current DMV Registration that has my current physical address. I bought my two on-roster handguns with just my DL and DMV registration. I was told I needed another form of proof of residency like a utility bill or hunting/fishing license for the state requirements before I'm able to pick it up.

Did the laws change and I missed it? I can't find any such change...? Looking around, it seems I don't even need that extra form of proof of residency if I allow my LEO ID to be copied and retained, which it was.

What proof of residency are peace officers required to provide?

Peace officers, including reserve and retired peace officers, may present valid credentials issued by a California law enforcement agency in lieu of the other required residency documentation. This consideration is given to peace officers who do not want to provide documentation of their residence address for security reasons and who otherwise do not object to having their credentials copied by the firearms dealer for inclusion with the DROS record.

and what proves that is

16400. As used in this part, “clear evidence of the person’s identity and age” means either of the following:

(a) A valid California driver’s license.

(b) A valid California identification card issued by the Department of Motor Vehicles.

NB "valid" - expired is not valid.

For handguns, it is

26845. (a) No handgun may be delivered unless the purchaser, transferee, or person being loaned the firearm presents documentation indicating that the person is a California resident.

(b) Satisfactory documentation shall include a utility bill from within the last three months, a residential lease, a property deed, or military permanent duty station orders indicating assignment within this state, or other evidence of residency as permitted by the Department of Justice.

(c) The firearms dealer shall retain a photocopy of the documentation as proof of compliance with this requirement.

Examples of acceptable proof of residency:

- Current DMV registrations.
- Electricity, gas, cable bill with purchaser's name on it from within the last 3 months.
- Signed, dated and notarized rental agreement/contract.

Examples of documents that are NOT acceptable proof of residency:

- Hunting or fishing license (these documents are not issued by the government).
- Cellular phone bill.

Since I receive no mail at my home, our drivers licenses, vehicle registrations, utility bills, all have our PO Box number and not our physical address. Our tax bill shows our physical address.

Some dealers refuse to sell unless the DL and other documents have the street address: something which is impossible for me.

Did proof of residency requirements change?

My DL has my PO BOX and my DMV registration has both my PO BOX and physical, and both are current/valid/non-expired. I think there was just a mix up on the dates or something. I'm going to call back and double check.

Cali-Glock: my stuff was the same way for the same reason. I added my physical to my DMV registration solely for firearms purchases to avoid this hassle (and all of them before).

CA is to strict, all i gotta do is a background check to buy a handgun.

I called and I need another form because my vDL doesn't have my current physical so my DMV registration is only the first proof of residency. Either something changed or the two other places I've bought handguns from in the past year have done it wrong. No biggie. I know it is all about CYA in this state and I'm willing to do that for a good shop! I'm just going to type up and lease and get it notarized when I head down to the range today. nothing changed, you just ran into an ignorant FFL. you never need 2 proofs of residency for CA, just one. the DL never counts as POR. whatever you use as POR is your first POR.
