I assume that it is something other than brass??

That is American eagle 223 bulk. Just your standard brass cased, FMJ ammo

That's exactly what I was thinking.

I'm pretty sure I've handled and used this ammo, I probably even have some, and I definitely do not recall it being steel cased. But definitely it was FMJ.

I also never noticed the box, that's bad choice of words on the part of Federal. Too confusing and rather cryptic.
