AR lower receiver to brother in state

So I ordered some stripped lower receivers recently and will be gifting one to my brother for Christmas. I want to make sure I'm going about the correct procedure for this, as I'm vague on what to classify a stripped lower as. Do I transfer it like a long gun or do I need to fill out the pistol paperwork since he could build an ar pistol out of it? I know there are restrictions on people under 21 getting receivers specifically for this reason.

Also, would it be easier/cheaper to go about the transfer directly to him or transfer it to my dad who can then transfer it to him?

I'm sure this has been asked before but I searched all over and could find no definitive answers for this particular situation.

You can't build it as an AR pistol as it was already sold to you as a longgun

Needs to be transferred (4473/DROS/10 day wait) to your brother through a CA FFL dealer.

Your brother needs to be 21 years of age or older.

Unless he is an exempt person (LEO), the receiver will be transferred as a "long gun".

LEO or not, it is already too late to DROS as a pistol.

He and I have no intention of turning it into an AR pistol, but I wasn't sure how the DOJ viewed a stripped receiver. I'll go through my FFL.
