    C&R and COE help

I'm still new to the whole C&R license, I'm actually still waiting for it to come in the mail. But what is the COE? I found the form online, but what is the purpose of it if I have a C&R license?

Also, what do the new laws starting in 2014 mean for C&R holders? What will I have to do that I wouldn't have done in 2013?

    Thanks

EDIT: So I looked it up and apparently the COE is only for employees of gun stores I believe. Correct?

EDIT: Upon further research I believe that the COE is used primarily to waive 30-day handgun wait periods. Are there any additional benefits?

C&R is a Federal License and COE is a California State thing. The C&R in itself is useless in Calif. You basically need both to have rifles shipped directly to you. CMP will require both in 2014 to have the rifles shipped to you. Currently, you can cash and carry within California at a gun store, or gun show if you have both. The COE is renewal each year, but is like $22.00 a year. The initial cost will be higher.
